Double encoding when rendering "non-CLM" URLs

Aftering inserting a web link with no traceability in a Requirement artifact, I attempt to connect to the external link.  I immediately receive an HTTP 400 Bad Request.  Upon inspection I see that a space (%20) is being double encoded to %2520.  Is there any way to avoid this on either client or server side?

Hi Elizabeth,

This sounds similar to APAR PI35333: http://www-01.ibm.com/support/docview.wss?uid=swg1PI35333

If so then this is fixed in 6.0, 5.0.2 ifix http://www-01.ibm.com/support/docview.wss?uid=swg24041058 and now a 4.0.7 ifix 8 https://jazz.net/downloads/rational-doors-next-generation/releases/4.0.7/CLM_407_iFix008.zip depending on which release you are on.
