Problem with Delete query. Permission is not apply

We are working on the Rational Team Concert (RTC) on Jazz 6.0.1
We've created a new project area (PA), where one of the role has Not permitted on "Delete query" on Work item section.
The problem is that when the user with this role access the PA, he can delete the query.
It is possible, if the user has another permission on the server, like JazzAdmin, he can do that?

Note that the logic of permissions is that if any of the roles that you have in the project area allow you to perform the operation, then you are allowed to perform that operation. Are you verified that none of the user's roles allow them to delete a query? In particular, every user that is a member of the project area implicitly has the "Everyone" role, so you always will want to check that role. If none of the user roles give them the Delete Query permission, I'd submit a PMR with IBM support.
