It is planned for the M5 iteration.

JAZZ DEVELOPER
Jazz now doesn't have the M5. Does the Beta 2 have the workflow editor already? If yes can you please tell me how to open it?

JAZZ DEVELOPER
Beta2 is based on M4 and does not contain any workflow editor. There will be a basic editor included in M5 (planned for February 22). The workitem tracking the progress is task 40354 (https://jazz.net/jazz/web/projects/Jazz%20Project#action=com.ibm.team.workitem.viewWorkItem&id=40354)
