Jazz Foundation Services - Project Area Data Collection Job not able to be Selected

CLM V6.0 In the list of Data Collection jobs "Jazz Foundation Services - Project Area" is protected and not able to be selcted. How can this be resolved? On this  particular instance I have jazzadmins
