This is a known issue with the way we package team concert. There are
two ways you could proceed:

1. We usually "install" the reports incubator by simply unzipping it
over top of the team concert installation - i.e. first unzip team
concert, then unzip the reports incubator (or all incubators) in the
same directory. This works fine.

2. The real issue is that team concert does not include the
"org.eclipse.emf" feature, but does include the rest of EMF. So another
way you could work around this is to download and unzip the complete EMF
2.3 before installing the reports plugins.
