Why can't I import ReqIF file with Boolean Attribute?

 I am running Doors Next Generation 4.0.1 and I have exported one single artifact into a ReqIF file.  I am trying to import the ReqIF file into a Development DNG application (also version 4.0.1).

The ReqIF fails and the error is as follows:
Summary:  Errors importing types.
Attribute Definitions: 
Could not create entry for _c7599219-f373-4f4e-b6f5-15a0cba9a998 using service types; 403 com.ibm.rdm.fronting.server.exception.ForbiddenException: com.ibm.rdm.fronting.server.exception.ForbiddenException

Name        Is_Requirement
ReqIF ID   _c7599219-f373-4f4e-b6f5-15a0cba9a998

The "Is_Requirement" is an artifact attribute of type "Boolean".

This fails every single time no matter which artifact I choose for the export.  It's like it cannot handle an attribute data type of type "Boolean".

I don't seem to be able to select which attributes are exported.  If I could select the attributes, I would exclude the "Is_Requirement" attribute and see if it would import but the export always exports ALL attributes.

Does anyone know why this attribute will NOT export?
