Build notification email not working in RTC

On RTC 5.0.2 build email notification is not working. Build definition in RTC is configured for email notification as mentioned in the link.

1. Name for the Email notification criteria
2. Enabled "Send notifications when a build has completed" with "Only if there are errors" option selected.
3. Added email IDs in "Email addresses to notify"
4. Enabled "Notify users who delivered changes"
5. Enabled "Notify the user who requested the build"

No one is receiving mail on build. Same is the case of all the build definitions.

Any other configuration required to trigger the mail?

Could you get email notification when the work item is changed? If the problem is only happened with build, you can consider to enable mail debug from "jts/admin > Advanced Properties" by setting "Debug Mail API" to True.

Then after a build completes, you can check catalina.out or Tomcat console if a mail has been set.

You can also enable the debug from jts log4j.properties: 
log4j.logger.com.ibm.team.repository.service.compatibility.internal.mailer.MailerService=DEBUG

 We are using Websphere and in that case where the log will be stored?
