The RQM Reportable REST API does not support custom attributes as a resource type (see https://jazz.net/wiki/bin/view/Main/RqmApi#Resources_and_their_Supported_Op).  However, custom attributes are included in test artifacts (see https://jazz.net/products/rational-quality-manager/api-doc-6.0/schemas/qm_xsd/elements/customAttributes.html).

What do you mean by system attributes?
