Not sure what you mean by "description". If you create a project area based on the default process template, you can just open the Manage Project Properties page from the top right corner, and you should be able to see more details about the artifact types, attribute types, data types and etc.
Now the artifacts and attributes available depend upon the template used when creating the project.
I don't know if there are descriptions for other templates (like Agile, Use Case, Traditional, Systems, Testers) but here you will find all the details for some of the sample projects:
