After this post and also this post, when I attempt to 'Load as' from the 'Repository Files' for a baseline from a local workspace, i still get this error message, 

   Problem Occurred running initializing load wizard
   Reason: Loading is only supported by workspace configuration. 

What does this error mean?

As suggested in this post, you can only load from a repository workspace. You have to select the data in a reposiory workspace.

If you wan to load a baseline
  1. Create a repository workspace from the baseline - e.g. from a snapshot if you have one or create an empty repository workspace and add the components selecting the baseline
  2. Load from the repository workspace.
