How do i change the public URI?

No. Once set it is there forever.
you can talk to support, and they can give you a mechanism to 'rename' the public URI (server rename) but it basically puts a translation layer over the top of the existing fixed name, to change the new external name to the fixed internal name. So for v5.02 single server - I would have to reinstall to get a clean mapping for a new URI?

yes, or, if there is lots of data, then talk to IBM RTC support about the server rename key file
