Does RDNG or RQM have the ability to be able to add a work item list picker ?

I have an instance of RTC where I have an attribute that I allow users to pick workitems from another project that contains a list of objects (lets call them product_components[not related to SCM])  to associate to the record

this works well, yet does QM/RM expose the ability to add a similar attribute(merely want a workitem list picker on things like requirements or TP's/TC's etc ?

Thanks Don, yet in this case I am trying not to use the Defect(or whatever the WorkItem is named) as a link but a way to allow multiple projects reference it as a choicelist across all RTC projects

The same dialog (picker) pops up when you try to add an RTC work item to an artifact in RQM or RDNG. The only difference is it appears as a "link" rather than an "attribute".
