problem on workitem integration between RQM and RTC

I'm trying to run the workitem integration scenarios between RQM and RTC. And I used RQM 2.0 beta 2 and RTC 2.0 GA to do that.
After following the instructions on the help page to configure the both RQM and RTC, when I try to set up a link between the projects on RQM and RTC I got an error msg. It said that the remote operation from RQM to RTC failed and returened error code is 403.
I've double check my configuration and make sure I'm following the instructions on the RQM help page but don't know whether it can not set up the link successfully.
Any help would be very appreciated.

I followed this article to do this integration scenarios again but it still doesn't work. I'm curious that if it can be done that this work item integration using RQM 2.0 beta 2 and RTC 2.0 GA...
