Create requirements and defect in RQM
Hi, I remember in RQM 2.0 can create requirement and defect without integrated with other req and defect tools.
In RQM v3.0.1, when create reqs, it said no config. If the feature removed from RQM?
If customer only use RQM, and want to link req (maybe in excel format), is there way to import req to RQM?

Of note, for most (all?) scenarios, no additional license purchase is required in order to maintain the same functionality that you had in 2.x. See Understanding licensing which explains
The licensing scheme for version 3 products is role-based. When you purchase a role-based license, you will have read, write, and comment access to some or all of the capabilities of the Change and Configuration Management, Quality Management, and Requirements Management applications.
When you install the version 3 products, you deploy the Change and Configuration Management, Quality Management, and Requirements Management applications, in addition to the Jazz Team Server. You then install product license keys on the Jazz Team Server to permit access to the capabilities that the Change and Configuration Management, Quality Management, and Requirements Management applications provide.
