[closed] Defect Workflow Notifications

Hi
One of my clients requires seperate groups of users to be notified per workflow state on a defect. For e.g. When defect is moved from "New" to "In progress" only a QA Lead and SI Engineer role should be notified, and then from "In progress" to " Resolved" only a Vendor Engineer or SI Engineer role should be notified.
Is this possible out-of-the-box?
