Can I upgrade a sandbox version 1.0.1.1 to beta 2 ?

the reason I'm asking is because I've tried and failed ... I've used IM to point to the disk.tag information / configuration files to find the updates - the install goes almost to completely and then fails with an error indicating a specific file already exists - somewhat like the attempts to upgrade 1.0.1 to 1.0.1.1 ...

Please advice

The short answer for your question 'Can I upgrade a sandbox version 1.0.1.1 to beta 2 ' is NO. As you notice the version change in the RQM software, you need to install the new RQM2.0.

fyi. you can have both instances of RQM versions, in one machine; I tried this out in my local machine.
