When does jazz have requirement management component?

We started with Requirements Composer, because many organizations struggle to get requirements defined and validated effectively, and this is probably the single largest risk factor in project success.

Also RRC can be used to define requirements and related context when managing requirements in a backlog in Team Concert.

Many teams need more "requirements management" than that, and you can anticipate IBM Rational delivering more of this capability this year and next. You can look at the RRC 2.0 release plan to get an idea of the additional aspects of requirements management that we expect to deliver this year.
