 To set up event handlers to kick off a build on a state change what do I need to do?  Can someone answer if software has to be installed on the RTC server?   Once the software is installed the "unconfigured" goes away?

There are no event handlers shipped with the product. You would have to create a custom event handler yourself and deploy it.
