[DNG] Constrains users to use a links (like Linkset in doors 9)

There is a similar feature in DOORS Next Gen called "Preferred Link Types". In order to set up Preferred Link Types, you will need to access the Manage Project Properties page (accessible by JazzAdmin or JazzProjectAdmin users) and navigate to the Artifact Types tab. From here, you should be able to see the Preferred Link Types box, and you can select a set of Link Types as "Preferred" for the Artifact Type in question. Once you have this configured, users will be presented with this set of Link Types whenever they attempt to create a link from this Type of Artifact.
