Build System License

I noticed that there are 50 build system licenses available in the RTC module.
What are the permissions set for these licenses? Can it be given to users without violating IBM policies?

These licenses are provided to be used by technical users that run the build engines. They are not for usage by a regular user.

I also read about 10 free developer licenses that come with the new RTC. Can you please elaborate more on this?

The 10 free developer has always been there it is a RTC Developer license. You can mix it up with other licenses, however, if it is in usage, it will prevent from using some of the Enterprise features of RTC, such as distributed SCM. see https://jazz.net/downloads/rational-team-concert/releases/5.0.2 or the same page on any release. Scroll down to the bottom for more information.
