Missing pluggin packages during install of RA Solution CLM

Got an error while installing Rational DOORS Next Generation 5.0.2.

CLM-Web-Installer-Win-5.0.2 was extracted to a folder, used Express Installation to install the Jazz Team Server, Trial License Keys, and Rational DOORS Application.  Ran as a non-administrator, workbench loaded, but a problem occurred. It  said...

The com.ibm.team.install.jfs.app.jts package (and 4 other packages, .app.rtc, .app.product-clm, .app.rdm, and .app.rqm) specified in the (2)\im\win32.win32.x86_64\install-server.xml file cannot be found.
