RQM 5.0: why too much of customization not possible in RQM when it is possible in RTC

i need a lot more customization  in RQM but every time i ended up with no solution. why too much of customization not  possible in RQM when it is possible in RTC ? i am not familiar with RTC but there are some people i am in touch with and they are all doing  customization by developing some kind of plugin. i am curious why same can be done with RQM, After all both Tools run on same platform.
There are few scenario where i tried to customize RQM but didn't get any solution.
1. Creating a pop up window for auto search  of custom section value and all these value will be fetched from Database.
2. Making a filed mandatory at the time of Creating Test case/Plan.
3. Creating custom Pre-conditions to prevent Test Execution if no requirement associated with it.

Hi Naveen,

Although RQM and RTC are both Jazz-based products, they are different products with different levels of customization.  Specifically:

1. This level of customization is not supported.
2. See required categories (enumerations) and/or custom attributes (text/dates/numerics):

3. This type of precondition is not support (see https://jazz.net/help-dev/clm/topic/com.ibm.rational.test.qm.doc/topics/t_ovw_def_preconditions.html).  You could set a rich text pre-condition on the test case (see the Pre-Condition section) but it cannot be enforced before execution.  Please open an enhancement.
