Are there any known bugs causing "Validates Requirement" links to jump to different steps of a Test Script?

We have a user that is reporting that the "Validates Requirement" links are moving from one step of a test script to either one or two steps away in  the same Test Script.

Has anyone else encountered something like this? Is there any possible causes for these links moving? Any know solutions?

 I've seen this on 4.0.3 also.   Not sure about work items though.
