Attribute "Type" in Work Item does not show the list correctly based on roles.

We have two roles "Admin" and "Developer". When we create a WI as "Admin", we are able to pick a list of work items availables for attribute Type. But when we try to do the same action as "Developer" the list only contains two items.

Developer: 
Developer

Admin
Admin

In Project Area > Process Configuration > Project Configuration > Permission & 
Project Area > Process Configuration > Team Configuration > Permission
"Admin" and "Developer" have all checked in Work Items section

Any idea?

PD: We use RTC 4.0.7

Are all roles permitted to create all types?

Just now yes, because I have been testing the permissions. But in our production environment a developer should only create zOS and zOS Concurrencia.
