RQM 5.0 Add addtional Execution States

Trying to add Execution States in RQM.  Manage Project Properties - Execution States.  Documentation says "An administrator can remove or rename execution states ...."  How does an Administrator add execution states?

Administrators cannot add new execution states.  Rather, administrators can rename and disable (not remove) execution states.

Does this mean, in RQM, we cannot add any New Execution states ?

I have had a chat conversation with Paul and I have an answer from Paul that it is not possible for us to add any New Execution states in RQM.
