How does RTC define "Regular"

Hello;

I have what I hope is an easy question. I have been reading about the user permissions in RTC and was wondering what “Administrators of a Jazz Repository with full read-write access.” and “Users with regular read-write access to the Jazz Repository.” meant in RTC? I am getting stuck on the idea of how RTC defines “regular”.

JazzAdmin can do anything to any data, anytime

users are access controlled.. I think this is what they mean by regular.. (no super powers)

I expect that "regular user" in this context means a user that is in the JazzUsers repository group, but in not in any of the JazzAdmin* repository groups.
