select single tests to be linked to the suite and then doing it again with the Test plan

In RQM ,If I add a test suite consisting of some number of Test cases to a test plan,conceptually why do we need to add again to the Test plan all the test cases that belong to the Test suite.

If you are using test suites in your test plan, you shouldn't have to add the same test case to the test plan since the test execution is at the suite level (see https://jazz.net/help-dev/clm/topic/com.ibm.rational.test.qm.tutorial2.doc/topics/test_suites_abs.html).
