There is a group that stores their .jar files in RAM.  Numerous people will need to download these files.    Before anybody downloads the jar file the group that produces the files wants a policy that requires the user ("downloader")  to input information before they download.  Information like, Who they are, why they want to use the file and some other metrics.  Is this possible?
