Error while executing CFGJAZZSVR on iSeries

When configuring the jazz team server on iSeries, I'm receiving this error (Websphere Application Server 8.5):

com.ibm.websphere.management.exception.ConnectorException: ADMC0016E: The system cannot create a SOAP connector to connect to host localhost at port 99446.
