Unable to bulk change the owners for TCER's in RQM 4.0.6

Under RQM v4.0.6, the project have Team areas and the TCERs are assigned to  respective Team areas.
The Test Manger who has access to this team area are not able to change in bulk, the owner for the TCER records.
However when they are given same role "Test Manager" at project level
they are able to update in bulk.

We have not changed any permissions for Test Manager role in team area. They are inherited from Project.

Please let us know within a Team Area,  can test manager do bulk operation for the artifacts assigned to the team. Any inputs would be helpful. (Attached error snapshot that we receive)

 Hi Rajesh,

You may be running into defect https://jazz.net/jazz02/web/projects/Rational%20Quality%20Manager#action=com.ibm.team.workitem.viewWorkItem&id=121009. It is fixed in 5.0.2.
