Unable to create new project from sample one(JRE Banking).I am getting error - My id should be part of Jazzadmin or Jazz Projectadmin.

You need to talk with your Jazz Admin to create the JKE Banking or to add you on the JazzAdmin group.
If you are using LDAP, your Jazz Admin will need to add you on the JazzAdmin group created on LDAP.
It is required belong to the Jazz Admin group. Also, your used should have the required license:
