Hi Donald,
This is known issue identified as

APAR link:

This error causes no implications and can be ignored.

This issue will be fixed in RQM 5.0.1

Please let us know if that helps.

I can't get to that 115453 work item - can you tell me the implications of that error not being fixed for a while - or - is there a workaround?

Hi Donald,
You should have an access to APAR link:

You do not use Approval Groups and users are not getting any
work item permission messages. This error will occur once after
every server start-up and can be ignored.

There is no known workaround at this time.
