Has there been a request out there for the enhancement of all search (in JTS quick search) & filter (in RRC artifacts browsing) strings to accept regular expressions ?

If not would you vote for one to be submitted ?

I tried to search in but could not locate the RFE related to the topics you are concerned. As a user, you can always submit a RFE from RFE community in developerWorks site:

Once you created the RFE in the community, there is a closed loop(SLA) for you to get the response
from the product teams whether it will be considered or not. The more info is in:
(when a RFE was created in the community, there is a correspondent work item will be generated within a few of days and you can see the comments from product teams) . If you post the RFE link here, many uses who like the similar requests may go to the RFE link and vote for it. Any user can also subscribe to the RFE for the progress notification.

You may already have known the above info. RFE community is now a preferred way to raise the RFE, and the benefit  is that there will be a SLA for you(who raised the RFE) to receive the response comparing to any RFE raised directly in
