Each user requires a floating license so you are limited by the maximum number of floating licenses.  To check the maximum number of floating licenses, generate a report of the floating license usage (see http://pic.dhe.ibm.com/infocenter/clmhelp/v4r0m6/topic/com.ibm.jazz.repository.web.admin.doc/topics/tmonitorfloatlic.html).

 oh but if in the licenses key administrator I can not see a max number of users allowed and it say only Unlocked, and in the description of the license say Single Install, what it means with single Install? is per each instance of Jazz?  or is per user? and which one is the restriction when over user the software when there is not licenses?

Rafael, in /jts/admin#action=com.ibm.team.repository.admin.manageLicenses, where you see Floating License Server, there should be a "Total" column that indicates how many floating licenses are installed. You can then follow the link to "View Issued" to see license checkouts. With floating licenses a single user is not bound to a single license, but a single user will checkout from the floating pool for a fixed short duration when they perform an operation that requires a license. If you can not obtain a license then you will be blocked from performing the operation (e.g. saving a test artifact in QM). The same license server can be used by multiple products/installs.
