Hello,

I have a work item:

That was reassigned to a user, then resolved->fixed, then the user archived.

The enhancement was never delivered. Do I just reopen or create a new one?

I'd suggest creating a new Defect work item, reporting that the functionality was declared to be completed, but you are not seeing that functionality in the specified release.
