iBug to RTC defect import fails for all defects with one particular user on them

We are migrating ~3000 defects from iBug to RTC and have found that defects that include one user in particular, RTC gives an error that indicates that the user is not in RTC.  A Jazz Admin running the import will not get the error because RTC will create a user when it does not find a match.  However, we do not have Jazz Admin permissions and therefore do get the error.  Here is the error:

Could not create work item from bug 7346: User "User Email" does not have the required permission to perform this operation.
The "JazzAdmins" repository permission is required to perform this operation.

We have verified that the user does exist in RTC and get this failure for every defect the user is on.

Any ideas would be greatly appreciated.
