When changing an attribute in RRC to a new user, can we notify that user that the requirement has been assigned to them?

 I have a customer that has some attributes in RRC set up with user ID's.  When they change the value in that attribute, they would like to fire off an email that notifies the old user, as well as the new user.  Has anybody done anything like this?

I don't think email notification in RRC has changed much, so any change on certain attributes (or any change events) will not trigger email notification.

Hi Daniel,

I found a plan item that covers sending email notifications for changes to a requirements.
Plan Item 44266: Subscription and Notification to Artifact Changes [CLM]

But it sounds like your question is specific to an attribute that has a value of a user ID.  If this plan item doesn't cover what you want I would suggest submitting a request for enhancement.
