Hi ,

   I want to customize the error message in RQM.Can I do ?Please share any link or supporting document with me.

Scenario is suppose I want to create a Test Artifact , in a Team Area , where I am not memeber of the Team, while saving the artifact I am getting an error message like "Permission denied with some code and text"

In stead of that I want to have an error mesage which will give the user complete information.

Error messages are not customizable.  I believe the admin will know the complete information from looking into your profile when you request permission to create test artifact.  If you think the message can be better, perhaps submit an enhancement request with your suggestion for UA to revise the message.
