ls it possible to add links between streams in RTC and requirements in RRC?

We are using streams in RTC to store few technical documents that need to be linked to requirements in RRC. Is it possible to add an OSLC link between these?
Please advise.

I don't think there is a built in feature available to do that.

You can get a HTML link to the file(version) in SCM e.g. using the Web UI. You can try to add that as a reference to a requirement.

One solution I have seen in the past is tracking the requirement to a model element, which tracks to code. Another approach would probably be using some kind attachment approach.

I think there are enhancement requests asking to be able to trace between requirements and code. The question is, what use case you have in mind. What do you want to achieve with this and if this would be a common enhancement request already.
