Is there any Derby limitation according to number of licenses?

Hello,

An IBM employee stated that Derby is fine for a 10 RTC-pack, but when you add more licenses, you HAVE to go to a COTS DB. Is this true? Does 12 users require a COTS DB?

You can not add more than 10 licenses when using Derby as your database. So yes, 12 users require a COTS DB.
Don't forget a license to use DB2 is included with the CLM servers.

Derby is supported only for evaluation purposes, not for production, and indeed, only for up to 10 users:
