Unable to control Time remaining/Time spent for team members

We have configured our project to use "Time remaining" , however , when one of my team area member opens the workitem he sees "Time Spent" , when I open the workitem I see "Time remaining". Is this has anything to do with the fact that I am the only contributor on the project level ?? Or is is something else?

Are you sure that you are both on version 1.0.1? (Time remaining was only added in 1.0.1)
