CRRTC8500E error on delivery from RTC Windows shell on Windows 7

We just upgraded JTS/RM/CM/QM to 4.0.5.  
A user of the RTC Windows shell is getting the error on delivery.
He first got this error using a 4.0.3 client.
We upgraded his client to 405 but get the same results.

Anyone know what the issue is and how to resolve it?
I have noted that other users have reported this (or similar) but no one has stated what the fix was.
