See if you are able to change your user permissions. If you go to the admin menu (gear in the upper right), you should be able to choose "Manage this project area". From there, go to the members, and see if you can add the "Administrator" process role. After you save and go back to the RM project, you should now see Manage Project Properties in the menu.
