RFT8.3.0.2+RQM4.0.2 PM Unable to register the adapter with RQM

RFT version:8.3.0.2 RQM Server information:

Uptime: 4 days, 11 hours

Memory: 46% free (8192 MB used / 8192 MB max)

Services: Ok

My connection information:

Server URL:https://igarqm01.swg.usma.ibm.com:443/jazz       (I tried both IP addrees and hostname)

User ID: limaojia@cn.ibm.com

Password: ********

Project area: WWPRT (The project list can be displayed when I click the drop-down button)

Click the "Start adapter: button, then met below message and disconnect.

Adapter Console:

 Hello! so as we looked the "project area" role + "Register Tool Adapter" permission for the role you have on teh project can cause problems as well?

 Hello! You have mentioned that you tried with both the IP address and hostname?

Did you try with the public URI set on RQM v4.0.2 during installation?
i.e., when you access RQM on browser (jazz/web/console) note down the URL (upto /jazz) and then use that on the adapter?
Can you try with a user having "JazzAdmins" role? Can you try launching the "Start Adapter" with "Run as administrator" if the RFT machine is Win 7 client / Win 200x server?

Yes, I tried with both IP and the URL  https://igarqm01.swg.usma.ibm.com:443/jazz which is listed in Server Status from this page (https://igarqm01.swg.usma.ibm.com/jazz/web/console/WWPRT#action=com.ibm.rqm.planning.home.actionDispatcher&subAction=viewUserHome). And I also try  "Run as administrator". It can't connected properly.

 Mao,
As Sunil noted, the URL you are entering in the configuration needs to match what is listed in RQM.
In your case, sine you are using the 2.x context rook you should to go jazz/admin to view the public URI
From the example you posted, you have specifically set the port to 443 (Which is the default secure port); do you see 443 as a part of your public URI? If not, it should be omitted when in the adapter configuration as well.
