what is the distinction between a release plan and a phase plan in RTC 4.0.3?
the distinction i am inquiring about is Not the process distinction but in the implementation in the tool, i.e. what is the practical difference between the two in how I use them in RTC?

The release plan and phase plan are 2 layers in the Mike Cohn's Planning Onion.
