https://jazz.net/downloads/rational-team-concert/releases/4.0.4 should give you a good idea.

As far as I am aware, almost all SCM operations, except read access, and requesting builds require a developer license. If you don't have that, you can browse SCM data in the Web and the Eclipse client, but you can't up or download the data, neither can you create repository workspaces or streams. Yo can see build results, but you can't request builds.
