 Is there a way to make a RAM community accessible to everyone to download artifacts without having to request permission.  We want to distribute software to a large organisational and don't want people to have to request permission.

Do you mean anyone, including anonymous (not signed on), or any logged in user?

Anonymous users can view assets but they aren't allowed to download. A user must be logged in to download assets and artifacts.

Give Asset Consumer role to "Signed in users" on the communities admin page. That way any logged in user can download assets and artifacts.
