The Jazz server manages new extensions through the Eclipse provisioning
features. You can read more about how to deploy new extensions into a
server from https://jazz.net/wiki/bin/view/Main/UsingJazzProvisioner .
It is not currently possible to deploy a new extension without shell
access on the server, but some work in 2.0 might make that a
possibility.
