Why is Total Requests in Request Metrics aggregating weekly by Sum rather than Average

I created an RRDI report in Report Studio (RRDI 2.0.3) with the Request Metric.  I just wanted to show the average weekly count of open work items over time.  However, instead of giving me an average, the Total Requests metric is showing a weekly sum of the daily counts.  I ran across an article on Jazz.net that claimed that the metric should be returning an average (see https://jazz.net/library/article/1194).  Is this a bug?

Has anyone been successful in doing weekly/montly aggregation of average request counts using Request Metrics?  The only way I have been able to get an Average aggregation is by aggregating daily data in the report itself (as outlined in the referenced article above).  However this is not as efficient as being able to pull the aggregated data directly from the star schema.  I'm surprised nobody else has encountered this yet, as it seems pretty important.

I just found an article which describes this exact problem: https://jazz.net/library/article/989/

The article describes how to fix this problem in Framework Manager.  However, CLM customers who do not own Insight have to work around this in the report definition, which impacts performance.

Again, I'm amazed this post has gotten so little attention.  I guess most of RTC customers must be aggregating work item counts by day rather than week or month...
