I'm trying to stablish Operation Behavior in visual studio

 How can I stablish operation behavior using visual studio IDE or the web interface. It seems the documentation is not updated, or don't apply to Visual  Studio. I need to implement the next scenario: 2 developer colaborating and an administrator, the changes sent by developers have to be aproved by administrator to be integrated into project.

There is the "Require Work Item Approval" precondition in the Source Control > Deliver (server) category of the operation behaviour. If you're selecting the client-side approval, it only works for Eclipse clients.

I can't find preconditions and operation behaviour in the server side (web interface). I was verifying the help but most cases refers to Eclipse client.
